Primary Purpose of the Role
The role will produce road designs, resolve complex design problems, provide technical leadership to internal design teams and project teams, coordinate inputs from other technical disciplines and stakeholders, and review internally and externally prepared road designs to create a strategic, concept and detailed road designs.
The role will also deliver design, review or project team activities and will be required to build their capability across the road design function by undertaking work assignments in various internal and external locations. The role may work in a region or specialty areas, such as traffic signals or design review, road policy, CADD, or workforce development.
 
Key Accountabilities
  • Lead the delivery of internally and externally prepared road designs on major road infrastructure projects in compliance with policies, standards, technical directions, guidelines, procedures and agreed requirements and contribute to managing technical risk in road design.
  • Supervise and motivate a team of technical staff and cross-functional team members through leadership, mentoring, and staff involvement in project planning and goal settings.
  • Support the Manager with developing a motivated, skilled, innovative and continuously improving workforce by aligning personal development opportunities to Agency Services' business objectives and providing constructive feedback on performance.
  • Create and assess briefs for strategic, concept and detail designs, providing technical leadership, mentoring and advice to the external design service providers and project teams.
  • Undertake reviews and safety audits on internal and external designs to ensure the consistent application of standards and technical excellence and provide technical advice for improved road design solutions. Resolve the risks associated with departures from currently accepted design standards.
  • Contribute to the Agency Services by being an informed purchaser of external road design services by letting and administering appropriate contracts as required and providing practical design advice to project teams and consultants regarding standards and technical excellence, including providing regular liaison, discussion and design advice in the offices of external design service providers.
  • Contribute to improved design outcomes by developing and maintaining constructive and collaborative relationships with internal and external stakeholders.
  • Contribute to developing collaborative arrangements and partnerships to share and increase skill sets in road design services with private sector design consultants to enable the delivery of high-quality, cost-effective design that meets Agency Services requirements.
Key Challenges
  • Operating effectively under resource constraints while responding to "on demand" obligations that may impact scheduled workload and Agency Services programs, including managing a large volume and variety of work, priorities, interests and deadlines, often required with very tight timeframes.
  • Collaborating with industry to increase engagement from conception to delivery to improve the private sector's capacity to deliver cost-effective products and solutions to meet Agency requirements and ensure consistency in internal and external traffic signal design.
  • Keeping abreast of current and emerging best practices, legislation changes, and technology that affect road design operations and implementing relevant policy and standards to meet these challenges.
Qualifications & Experience
  • Tertiary qualifications in engineering or a related discipline and successful completion of Road Safety Auditor training.
  • Progression from USS8 to USS9 is through capability assessment after a minimum of 12 months.
  • Possess a valid Australian motor vehicle driver's licence and be willing to work outside regular working hours and travel on occasion.
